Packet Sender is a free utility to allow sending and receiving TCP, UDP, and SSL (encrypted TCP) packets on the ports of your choosing.
$ winget install --id NagleCode.PacketSender --exact --version 8.10.4Run in Command Prompt, PowerShell, or Windows Terminal. Prompts for any agreements.
Packet Sender uses EXE (Inno Setup). The silent install switches are /VERYSILENT /SUPPRESSMSGBOXES /NORESTART.
